Regarding the wandering steering, can you more accurately describe what the car is doing? Is the car pulling from side to side or does the steering wheel just feel loose in your hands?

I'd start by getting your alignment checked. Something is causing the car to track along the road poorly. You can't really adjust the caster on a Prelude, and unless the car has been lowered, your camber is probably fine, so perhaps the toe is out.

Either that or your ball joints or stabilizer bars are loose and the suspension system is roaming around a bit under the car causing it to wander.

If it's the inner CV joint, you axle seals are probably leaking and the oil you see is oil from the transmission. If it's an outer cv joint, that 'oil' is probably the bearing grease from inside the CV boot. If your CV boots are torn you'll need to get those fixed.
