the last owner of my 'lude had the headcover painted and apparently didnt have the bolts tightened to the specfication. Anyone know how many pounds the bolts should be tightened too?

9 ft/lbs for the bolts.
7 ft/lbs for the nuts.

If you don't have a torque wrench, that equates to a mild snug on a small ratchet driver. Just don't crush the gasket so much that it breaks up and you'll be find.

I've never heard that before, but it kind of makes sense for the same reason you don't tighten wheel lugs one at a time.

For the valve cover, I'd start all the bolts/nuts and then snug them down in a cyclical fashion, tightening them more each time you visit a particular nut/bolt. That way you can be sure that the valve cover won't get seized up in a crooked position.
