The smaller cooling fan on the right, as you are looking down at the radiator from the front of the car.

That's the condensor fan for the air conditioning.
It will only turn on when the engine is above 90 degrees C, the ignition is switched on and the AC switch is activated.
There is a relay that controls the fan in the fuse box under the hood. This fan is also dependent on the temperature switch that is located in the bottom of the radiator on the passenger side.
Could any of these be a problem area for you?
Is your radiator fan coming on as it should?

My radiator fan is not coming. When I turn the car off usually both fans will run for a few minutes

In that case, there is either a wiring problem, or the temperature sensor is faulty, or a relay has stopped working.
I've heard before of people having trouble with the temperature sensor in the bottom of the radiator. It's a very inexpensive part. Have you gotten under the car to find it and have a look? You can't take it out without draining the radiator, but you can have a look at the leads to see if anything is broken. There are procedures for testing this sensor in the manual from our manuals section.

I have not gotten under the car yet, I will start at the sensor and check the wiring. Thank you, for your help.
