Emissions Testing

Has anyone experienced issues getting a 90 Prelude (or even a 88-92 prelude) to pass emissions tests?
Or does anyone have an tips on what could be the main issues causing the car to fail emissions. The HC ppm, CO%, and NO ppm #'s are extremely high - and the garage says that it is really hard to pass 88-92 ludes.

It's not impossible to pass the test. Lots of people are driving 3rd generation preludes in areas that have tought smog laws.
Some ideas:
-Make sure that your EGR valve is working very well.
-Get a new catalytic converter.
-Make sure your PCV valve and other sensors are working okay. A faulty sensor might cause your car to go into "open-loop" engine management, and you'll fail for sure in that mode.
-Make sure your timing and plugs are good.
-If the test involves your car being on a dyno and run to a certain rpm, put small wheels on the car to reduce the load on the engine.
In short, just make sure that your PGM-FI system is working tip top. Honda's PGM-FI is brilliant, and you'll be able to pass if the car is in good order.

This is so wrong of me to say this, but it's funny, so I have to...... When I lived in Boston, the thing that always worked for me when it came to passing the emissions test, was a 20 dollar bill to the hand of the guy at the Sunoco station. Never failed an emissions test once.
Seriously though, all the things that Spiffy stated are pointing to the best direction.
Make sure the car is tuned properly, timing is right, fuel mixture is right, all smog valves and devices are new and functional, change the oil, go on a day when the air is cool and dry, etc. and you should do okay.
