Wow. Great question.
Is your fuel gauge working fine?
It's very possible that the bulb is burnt out, although there could be sensory problems as well. I would start troubleshooting as you suggested. Let the car run really low on fuel. If your car is like mine, the light generally won't come on until the needle is right at the E, assuming that your fuel gauge is well calibrated.
There is no fuse on the line from the sensor to the bulb. A Green/Red wire runs directly from the low fuel sensor in the tank to the warning light in the dash. The low fuel sensor is located in your gas tank and can be accessed using the service panels directly behind the rear seat in the trunk floor.
I'm going to predict that the bulb is probably the source of your troubles as the sensor is highly embedded and likely won't have suffered much exposure damage, although it could still have failed.
