Rebuild engine not starts ???

Hi. Im first time to post something,but now im very looking for any help.
Have 89 prelude,4 WS,150hp version,injection.
Do re-build on engine...bearings,piston rings, etc...and now drop engine in and just broke my mind understand
why engine not starts.
fuel delivered,firing OK,compression fine.timing belt ok as well.
in first time have idea , may be valves it need to adjust properly. ok . do that.and check many times again.
but currently situation same,just no.
