91 lude timing

I've been trying to get this car running for a long time replaced the head fuel pump main relay fuel pressure regulator coil plugs and wires as well as the belt and tensioner but when i set the timing the cams stay in line with eachother but the crank is off and doesnt stay the same when turning over I've watched it and its not jumping teeth just don't know how the cams and the crank could become missalined but the cams stay the same

Sounds like potentially the timing belt when set is loose across the front side by one or two teeth causing the cam gears to fall behind the crank by a cog. Could that be?
Check out our video series on timing belt replacement. It might help you get the belt positioned properly before tightening the tensioner.

the timing is on now but it starts and idles but wont rev up past 2000rpms the spark plugs are fowled by gas the injectors are good don't know what could be wrong no trouble codes

No codes? That makes it harder.
Start with the basics. Air supply is good? Your air filter isn't clogged?
Be sure to address he fowled spark plugs. That will prevent smooth operation for sure.
Is your fuel supply ok? Any reason to doubt the fuel pump?

What happens when it gets to 2000rpm? Does it burble and stumble? Does it start to stall? Do the revs bounce?

Any reason to doubt the TPS sensor? The voltage should go from 0.5v DC at rest (closed) to 4.5v DC at wide open. I've seen this sensor fail on a '94 Prelude before. It had problems revving beyond a certain range as well.
I'm sure you've already done so, but it's also worth checking the car very carefully for shorts. Stray electricity can cause problems that are really hard to pinpoint like this one.

I've checked every thing at least once guess it wouldn't hirt to check it agian something has to be the problem

Got it running today iac valve was out about a quarter inch tighted it up running pretty good now

Awesome. So glad to hear that you got it working.
I've not heard of an IAC valve causing your particular problems before, but it's completely possible. Most people just get the bouncy idle.
