I'm guessing, if the logic is anything like what is used down here in the south, where it floods a lot, is that you can stay to the edge of the water in large profile vehicles and drive through ..... never head o the center.

Thing is, in fast moving floods, the roadbed is usually degraded and or washed away -- so I'm guessing he thought he could get by on the edge only to find that the road was no longer there. Just my idea. Who the hell really knows that he/she was thinking. But after seeing this I do know I wouldn't want him driving my kids around on a bus.
